Organisational strategy for municipal development

Today's society is dynamic and develops fast and in many directions. The municipality of Sluis has been through a great deal in recent years: mergers, decentralisations, budget cuts and more. There is a need to improve the organisational culture and to set a clear vision and strategy.

The Strategy Cube provided the inspiration for the approach. A broad project group was responsible for the substantive work. The first step was to draw up the strategic questions. An inside-out analysis followed, using an organisational canvas and internal interviews. Conversations with internal and external stakeholders were then used to look at the external environment.

On the basis of the insights, concrete proposals were drafted for the strategic direction, a new mission and vision were set, and concrete delivery strategies and actions were formulated.

After approval, Jester works with the municipality on the translation into actual delivery. Together with the organisation, project plans are filled out to give the plans hands and feet.

"By involving a broad group of staff in the strategy process, the outcomes have far more buy-in. People in our organisation can be sceptical of change programmes, but they believe in the strategic direction we have chosen together."

Pieter Katsman, member of the management team
