Enforcement scenarios for urban development

Will the enforcement of municipal housing be privatised in the coming years, or will it remain a public task? And will citizens keep behaving themselves, or are we heading into more turbulent times? Factors that can strongly influence the profile of The Hague Building Inspection Brigade.

The Hague Building Inspection Brigade safeguards the quality of the existing housing stock in The Hague, both in how it is occupied and in its physical condition: people and bricks. Within The Hague, the team has built a strong name and position, both on substance and within the political domain.

At the same time, there is an awareness that the profile of the Hague Building Inspection Brigade can change significantly under the influence of national, social and local trends and developments. To stay ahead, the Brigade, supported by Jester, developed four different future scenarios that each set out a different set of challenges for the brigade's course and structure.

Where the Brigade had already sketched the first outlines of the scenarios, we were able to support the team in elaborating all of them. On the basis of these scenarios, we mapped out the challenges the Brigade will face in the coming years. To embed this properly, a course paper was drawn up that serves as a guide for the development to be undertaken.
