A clear course for Gemeente Dijk en Waard

The municipality of Dijk en Waard has a clear ambition: to deliver the best possible contribution every day to a good life in Dijk en Waard. Realising that ambition calls for a professional organisation with a clear strategy. The administrative merger in 2022 marked a step change, bringing new challenges around predictability, adaptability, quality and strategic capacity.

The municipality was looking for an effective steering model that sets direction, prioritises and supports the right conversations about objectives and results. Dijk en Waard deliberately chose the OGSM method and asked us to develop, implement, embed and sustainably anchor it in the organisation.

Together with the executive board, domains and departments, we developed a bespoke OGSM steering model that fits the context and ambition of Dijk en Waard. In interactive sessions we formulated clear objectives, sharp strategies and measurable actions. Visual tools such as OGSM templates provided immediate overview and reinforced coherence, so we could focus on what really matters.

Our approach, a combination of subject-matter expertise and process facilitation, created ownership and broad engagement across the organisation. Dijk en Waard now has clear OGSMs at corporate, domain and departmental level. These set direction, create coherence and enable results-oriented steering. The OGSM method has been broadly applied, anchored in the organisation and is alive in daily practice.
