Future housing scenarios for the Amsterdam Metropolitan Area towards 2040

The Amsterdam Federation of Housing Corporations (AFWC) has been the representative body for housing corporations in Amsterdam for more than 100 years. Gathering relevant knowledge about developments inside and outside the sector for its members is one of its core tasks. And plenty is happening in the housing market in the Metropolitan Region Amsterdam (MRA). Rising house prices, the energy transition and climate change are examples of trends that strongly influence the housing market. To view the impact of these and other developments in a coherent way, AFWC decided to develop future scenarios. It chose Jester Strategy because of the clear process combined with a healthy dose of creativity.

Developing future scenarios with stakeholders

Strategists from the AFWC's housing corporations worked together on exploring the external environment. Which trends have significant impact? Do we know in which direction they are developing? A group of 30 stakeholders, from tenants to the municipality of Amsterdam, contributed and ensured a broad range of perspectives. After determining the biggest uncertainties and brainstorming with everyone involved, four future scenarios emerged for housing in the MRA in 2040.
